I guess you could call it that. I think of it as related to my brain, not my ears, when I don’t understand what I hear.
YES!!! In fact, just 3 days ago I was going to a holiday performance and lost hearing in my right ear. Not a total loss, really, but sort of a muffling or tampening down of my ability to hear out of that ear. It feels "full". Thankfully, it comes and goes - so far. Here's hoping . . .
It is so frustrating, I know. All we can do is say, "Excuse me, my hearing isn't what it used to be. Can you repeat that?" I say it many times a day and folks seem to understand.
My hearing problem is just like you described. I have this strange feeling that I am several beats behind the conversation and I can't catch up and understand the noises. I know they are words, but it just sounds like noises. I don't have it all the time - just sporadically and usually on the phone.

Yes! Someone else with the same hearing issue.
I have to focus my full attention on someone's speech to understand them. In a noisy room (music, parties and even Church) I have issues. I sometimes take five to ten words to decipher what is being said. And if I'm doing something else (as in answering a question like this I have to ask my wife to start over when she is speaking to me).
I believe my MS presented about two years before my diagnosis which was due to the loss of my ability to hear above a certain frequency.
